Fixed issue when using the "Add Site" option in ArcEQuIS and not logged into ArcGIS Pro.

Updated ArcEQuIS to be compatible with ArcGIS Pro version 3.0. Note that the EQuIS Reports feature will no longer be available in the 7.22.3 Build (and later) due to this update.
