Fixed a bug on the Live Historical Chart widget's Add Qualifier date picker that caused confusion when a web browser was configured to use a cultural setting other than English. The Add Qualifier date picker now displays the selected date as YYYY-MM-DD (ISO 8601 format).

Fixed an issue that resulted in dates not being formatted correctly based on the selected cultural setting used in the web browser. The date picker now displays dates in the YYYY-MM-DD (i.e., year-month-day) format to be consistent with other date pickers used throughout Enterprise.
