INSERT Error when Updating Published Report

Symptoms: The following error may occur when trying to update a published a report.

System.Data.SqlClient.SqlException (0x80131904): The INSERT statement conflicted with the FOREIGN KEY constraint "FK__st_user_report_p__70099B30". The conflict occurred in database "[database]", table "dbo.st_report_parameter".

The statement has been terminated.

Cause/Details: This error may indicate that an older version of the report DLL has been published to the database and has not been updated.
