Expanded the Live File Processor Agent/Report to handle hyphen delimiters in the following fields:

This improved functionality will prevent duplicate rows when loading Air Quality System (AQS) Raw Data (RD) Transaction Type data into EQuIS.

Added a new agent called the NCEI agent to allow users to get NCDC data form NOAA that is up to date. The old agent remains as a historical archive.
Live Schema Checker Widget – Schema Checker Fails DT_LOGGER and DT_LOGGER_SERIES [d55950]
Fixed an issue when the incorrect length for the CUSTOM_FIELDs in DT_LOGGER and DT_LOGGER_SERIES was being used instead of the length based on the schema version the user selected.

Fixed an issue in various Live widgets where titles containing Logger and Series descriptions were not updating when changed. This applies to the Live Chart, Gauge, Heatmap, Historical Chart, Table, and Wind Rose widgets.
